Your Excellency,
We are writing to you on behalf of millions of Ukrainians who do not support the current political regime in Ukraine, who do not want to die in the war that the US and UK are waging against Russia at the expense of our people's lives, and who link their future with Russia. 5.5 million Ukrainians supported our political position through the procedure of confirmed voting, and about 20% of Ukrainian citizens chose to join their territories to the Russian Federation or move to it for permanent residence.
All these people are living proof that the peace plan proposed by Indonesian Defense Minister Prabowo Subianto is reasonable and has a right to life. We share the position on a ceasefire, but referendums on self-determination, in our deep conviction, should be held in those regions of Ukraine where they have not yet taken place, naturally under the auspices of the United Nations. We should like to make it clear that through referendums it is more expedient to find out the objective wishes of the inhabitants of those regions of Ukraine where NATO-controlled troops do not give the Ukrainian people the right to self-determination, blocking all the peaceful initiatives of the Ukrainian people. We also draw your attention to the fact that Russia has met the Ukrainian people and held referendums on self-determination in the Donetsk, Luhansk, Zaporizhzhya, Kherson regions and the Autonomous Republic of Crimea. Such referendums have already taken place and do not require further confirmation.
We are confident that the anti-democratic, right-wing radical regime in Ukraine, which has destroyed any political opposition and free media, introduced total censorship and compulsory ideology, massacred any dissent, flouted any laws and the Constitution of Ukraine, and waged war in the interests of third countries, is not supported by the majority of Ukrainian citizens. 8.6 million refugees left the war and did not return, and if the borders were opened, this number would increase many times over. This is also a choice, a demonstrated political position.
Historically, the southeastern part of Ukraine gravitates towards Russia, its inhabitants predominantly speak Russian and are bearers of Russian culture. In Ukraine, they are being forcibly deprived of their identity, committing the crime of linguocide and grossly restricting their rights. It is the right of these people to choose an environment in which they can live without constant humiliation and violence from the State and its paramilitary structures. In the same way, we recognize the right of other Ukrainian citizens to choose to be part of Europe or to remain within Ukraine. But it is up to them to declare their interests, not foreign states supposedly acting in the interests of the Ukrainian people.
The right to self-determination is proclaimed in the UN Charter, and the Constitution of Ukraine defines that the only bearer of sovereignty and source of power in Ukraine is the people. It is the people who can exercise their powers directly - in referendums, elections and through other forms of direct democracy. The Ukrainian people must decide whether war with Russia is the purpose of its existence, as the Zelensky regime claims. The Ukrainian people must confirm whether they need to join NATO. The Ukrainian people themselves must determine and change the constitutional order in Ukraine, this is their exclusive right, which cannot be usurped by the state, its bodies or officials.
We, the official and legitimate Representation of the Ukrainian people, established under the Constitution of Ukraine, inform about the beginning of work on the realization of the Peace Plan of the Ukrainian people and express our hope for joint actions in this most important direction.
For practical steps in the direction of peace, in the annex to this letter we send for familiarization the Peace Plan of the Ukrainian people, which was formed on the basis of the Constitution of Ukraine, the UN Charter and reflects the desires of millions of Ukrainians for peace.
The representation of the Ukrainian people adheres to the firm belief that this is the only way to effectively resolve the political crisis in Ukraine and the problems in international politics caused by it. We are always open for dialog and ready for any form of cooperation that brings peace to our native land.
